Bug\u00fcn sat\u0131\u015f\u0131 olan konutlar\u0131n b\u00fcy\u00fck k\u0131sm\u0131 ikinci elden olu\u015fuyor. Yeni proje say\u0131s\u0131 h\u0131zla geriliyor. Ekonominin lokomotiflerinden in\u015faat sekt\u00f6r\u00fcn\u00fcn finansman, arsa ve izin s\u00fcre\u00e7lerinde deste\u011fe ihtiyac\u0131 var. M\u00fcteahhitlerin te\u015fvik edilmesi, maliyetlerin azalt\u0131lmas\u0131 ve sosyal konut projelerinin art\u0131r\u0131lmas\u0131yla hem sekt\u00f6r hem ekonomi yeniden ivme kazanabilir.<\/p>\n<p>2025 itibar\u0131yla T\u00fcrkiye\u00a0konut\u00a0piyasas\u0131nda sat\u0131\u015flar g\u00fc\u00e7l\u00fc seyrini s\u00fcrd\u00fcrse de, \u00fcretim alarm veriyor. Talep artarken yeni konut arz\u0131n\u0131n yetersiz kalmas\u0131, piyasada fiyatlar\u0131n kontrols\u00fcz y\u00fckselmesine sebep oluyor. Ev sahipli\u011fi oran\u0131 h\u0131zla d\u00fc\u015f\u00fcyor. Sekt\u00f6r temsilcileri\u00a0\u201cbug\u00fcn sat\u0131lan konutlar\u0131n \u00e7o\u011fu ge\u00e7mi\u015fte \u00fcretilen stoklardan geliyor\u201d\u00a0uyar\u0131s\u0131nda bulunarak, ekonomik kalk\u0131nma i\u00e7in \u00fcretim desteklenmeden b\u00fcy\u00fcmenin s\u00fcrd\u00fcr\u00fclemeyece\u011fini ifade ediyor. Konut sekt\u00f6r\u00fc, 260 alt meslek dal\u0131n\u0131 besleyerek T\u00fcrkiye ekonomisinin lokomotiflerinden biri olmaya devam ediyor; ancak bu lokomotifin raydan \u00e7\u0131kmamas\u0131 i\u00e7in \u00fcretim \u00e7arklar\u0131n\u0131n yeniden h\u0131zlanmas\u0131 \u015fart. Arsa maliyetlerini azaltacak planlama ve kamula\u015ft\u0131rma politikalar\u0131n\u0131n hayata ge\u00e7irilmesi, \u00fcretim maliyetlerini d\u00fc\u015f\u00fcrmede kilit rol oynuyor. Bununla birlikte ruhsat ve izin s\u00fcre\u00e7lerinin dijitalle\u015ftirilerek h\u0131zland\u0131r\u0131lmas\u0131, yat\u0131r\u0131mc\u0131lar\u0131n \u00f6n\u00fcndeki b\u00fcrokratik engelleri ortadan kald\u0131rabilir. \u0130n\u015faat malzemelerinde yerli \u00fcretim kapasitesinin art\u0131r\u0131lmas\u0131 ve rekabetin te\u015fvik edilmesiyle maliyet bask\u0131s\u0131n\u0131n hafiflemesi beklenirken, kamu ile \u00f6zel sekt\u00f6r\u00fcn i\u015f birli\u011fi i\u00e7inde geni\u015f kapsaml\u0131 sosyal konut projeleri y\u00fcr\u00fctmesi hem bar\u0131nma sorununu hafifletecek hem de ekonomik canl\u0131l\u0131\u011f\u0131 yeniden canland\u0131racakt\u0131r.<\/p>\n<p><strong>SATI\u015eLARIN 3\u2019TE 2\u2019S\u0130 \u0130K\u0130NC\u0130 ELDEN<\/strong><\/p>\n<p>T\u00dc\u0130K verilerine g\u00f6re eyl\u00fcl 2025\u2019te konut sat\u0131\u015flar\u0131 ge\u00e7en y\u0131l\u0131n ayn\u0131 ay\u0131na g\u00f6re y\u00fczde 6,9 artarak 150 bin 657 adede ula\u015ft\u0131. Bu rakam y\u0131l\u0131n en y\u00fcksek konut sat\u0131\u015f d\u00fczeyini ifade ediyor. Ancak sat\u0131\u015flar\u0131n niteli\u011fine bak\u0131ld\u0131\u011f\u0131nda tablo o kadar da parlak de\u011fil. \u00c7\u00fcnk\u00fc sat\u0131\u015flar\u0131n \u00f6nemli bir k\u0131sm\u0131n\u0131 ikinci el konutlar olu\u015fturuyor. Eyl\u00fcl ay\u0131nda 47 bin 117 adet s\u0131f\u0131r konut sat\u0131l\u0131rken, kalan 103 bin 540 adet sat\u0131\u015f ikinci el konutlardan geldi. Yani her \u00fc\u00e7 konuttan ikisi s\u0131f\u0131r olmayan konutlardan olu\u015ftu. Uzmanlara g\u00f6re bu durum, in\u015faat sekt\u00f6r\u00fcnde yeni proje \u00fcretiminin yetersiz kald\u0131\u011f\u0131n\u0131 ve \u00fcretimin sat\u0131\u015f temposuna yeti\u015femedi\u011fini g\u00f6steriyor.<\/p>\n<p><strong>\u0130\u015eS\u0130ZL\u0130K VE DEPREM R\u0130SK\u0130N\u0130 DE ARTIRIYOR<\/strong><\/p>\n<p>Sekt\u00f6r uzmanlar\u0131, in\u015faat\u0131n yava\u015flamas\u0131n\u0131n istihdam \u00fczerindeki etkisine de dikkat \u00e7ekiyor. T\u00fcrkiye\u2019de do\u011frudan ve dolayl\u0131 olarak yakla\u015f\u0131k 2 milyon ki\u015fi in\u015faat sekt\u00f6r\u00fcnde istihdam ediliyor. Bu alanda ya\u015fanan her durgunluk hem i\u015fsizli\u011fi art\u0131rma riski ta\u015f\u0131yor hem de b\u00fct\u00e7e gelirlerini azalt\u0131yor. \u00c7\u00fcnk\u00fc sekt\u00f6r, ayn\u0131 zamanda vergi, har\u00e7 ve ruhsat gelirleriyle kamu b\u00fct\u00e7esinin de \u00f6nemli bir pay\u0131n\u0131 olu\u015fturuyor. \u00d6te yandan, in\u015faat sekt\u00f6r\u00fcn\u00fcn h\u0131z kesmesi \u015fehirlerin d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc ve yenilenmesini de geciktiriyor. \u00d6zellikle deprem riski ta\u015f\u0131yan b\u00f6lgelerde yeni konut projelerinin azl\u0131\u011f\u0131, kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerini yava\u015flat\u0131yor. Bu da uzun vadede hem ekonomik hem toplumsal hem de g\u00fcvenlik a\u00e7\u0131s\u0131ndan ciddi bir tehdit anlam\u0131na geliyor. Bu nedenle sat\u0131\u015ftan daha \u00e7ok \u00fcretime odaklan\u0131lmas\u0131 gerekiyor.<\/p>\n<p><strong>260 ALT SEKT\u00d6RE DESTEK<\/strong><\/p>\n<p>\u0130n\u015faat sekt\u00f6r\u00fc, do\u011frudan ve dolayl\u0131 olarak 260 alt sekt\u00f6r\u00fc besleyen dev bir ekonomi zincirinin merkezinde yer al\u0131yor. Bu sekt\u00f6r; demir-\u00e7elikten \u00e7imentoya, camdan serami\u011fe, al\u00fcminyumdan mobilyaya, nakliyeden sigortac\u0131l\u0131\u011fa, mimarl\u0131k ve m\u00fchendislik hizmetlerinden enerjiye kadar geni\u015f bir yelpazede \u00fcretimi tetikliyor. Ba\u015fka bir ifadeyle, in\u015faatta \u00e7arklar d\u00f6nd\u00fc\u011f\u00fcnde T\u00fcrkiye ekonomisinin neredeyse \u00fc\u00e7te biri hareketleniyor. Rapora g\u00f6re temmuz ay\u0131nda zirveye \u00e7\u0131kan faaliyet endeksi, a\u011fustosta e\u015fik de\u011ferin alt\u0131na geriledi ve eyl\u00fcl ay\u0131nda da bu seviyede yatay seyrini s\u00fcrd\u00fcrd\u00fc. Bu durum, sekt\u00f6r\u00fcn ge\u00e7en y\u0131la k\u0131yasla daha iyi bir noktada olsa da istenen seviyeye ula\u015famad\u0131\u011f\u0131n\u0131 g\u00f6steriyor.<\/p>\n<p><strong>ARZ-TALEP DENGES\u0130NDE BOZULMALAR YA\u015eANIYOR<\/strong><\/p>\n<p>Uzmanlar, 2003\u2019ten bu yana ilk kez \u2018net konut dengesi\u2019nin s\u0131f\u0131r\u0131n alt\u0131na indi\u011fini vurguluyor. Bu, T\u00fcrkiye\u2019de talep edilen konut say\u0131s\u0131n\u0131n \u00fcretilen konut say\u0131s\u0131ndan fazla oldu\u011fu anlam\u0131na geliyor. Artan n\u00fcfus ve \u015fehirle\u015fme h\u0131z\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda, konut arz\u0131n\u0131n talebin gerisinde kalmas\u0131 bar\u0131nma krizini derinle\u015ftiriyor.
