A\u00e7\u0131klamada, anadil hakk\u0131n\u0131n yaln\u0131zca k\u00fclt\u00fcrel de\u011fil, ayn\u0131 zamanda siyasal ve tarihsel bir varolu\u015f meselesi oldu\u011fu ifade edildi.<\/p>\n<p>Urfa Emek ve Demokrasi Platformu\u00a0taraf\u0131nda D\u00fcnya Anadil g\u00fcn\u00fc ile ilgili yap\u0131lan a\u00e7\u0131klamada;<\/p>\n<p>&#8220;21 \u015eubat D\u00fcnya Anadil G\u00fcn\u00fc Kutlu Olsun!<\/p>\n<p>Anadil; bir halk\u0131n haf\u0131zas\u0131d\u0131r, kimli\u011fidir, tarihidir. \u0130nsan d\u00fcnyay\u0131 \u00f6nce anadiliyle kavrar; sevinci, \u00f6fkeyi, direnci ve umudu anadiliyle ifade eder. Bu nedenle anadil hakk\u0131 yaln\u0131zca k\u00fclt\u00fcrel bir talep de\u011fil, siyasal ve tarihsel bir varolu\u015f meselesidir. Bir halk\u0131n dilini kamusal alandan d\u0131\u015flamak, o halk\u0131n kimli\u011fini ve kolektif iradesini bast\u0131rman\u0131n en sistematik yollar\u0131ndan biridir.<\/p>\n<p>D\u00fcnya \u00fczerinde yakla\u015f\u0131k 7 bin dil konu\u015fulmakta, bunlar\u0131n en az 2.500\u2019\u00fc yok olma tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya bulunmaktad\u0131r. UNESCO 21 \u015eubat\u2019\u0131 Uluslararas\u0131 Anadili G\u00fcn\u00fc ilan ederek bu tehlikeye dikkat \u00e7ekmi\u015ftir. Ancak dillerin yok olu\u015fu \u00e7o\u011fu zaman \u201cka\u00e7\u0131n\u0131lmaz\u201d de\u011fil, bilin\u00e7li siyasal tercihlerin sonucudur. Tek\u00e7i ve asimilasyoncu devlet politikalar\u0131; dilleri e\u011fitimden, kamusal hizmetlerden ve k\u00fclt\u00fcrel alandan d\u0131\u015flayarak onlar\u0131 sessizli\u011fe mahk\u00fbm etmektedir.<\/p>\n<p>Ulus-devlet modeli tarihsel olarak tek dil, tek kimlik ve tek k\u00fclt\u00fcr anlay\u0131\u015f\u0131 \u00fczerine in\u015fa edilmi\u015ftir. Bu anlay\u0131\u015f farkl\u0131l\u0131klar\u0131 tan\u0131mak yerine bast\u0131rmay\u0131 esas al\u0131r. Resmi dil d\u0131\u015f\u0131ndaki diller ya yasaklan\u0131r ya da sembolik ve s\u0131n\u0131rl\u0131 alanlara hapsedilir. Oysa dil, bir g\u00fcvenlik sorunu de\u011fil; temel bir insan hakk\u0131d\u0131r. \u00c7ok dillilik b\u00f6l\u00fcnme de\u011fil, demokratik \u00e7o\u011fulculu\u011fun gere\u011fidir.<\/p>\n<p>T\u00fcrkiye\u2019de \u00e7ok dilli toplumsal ger\u00e7ekli\u011fe ra\u011fmen anadilinde e\u011fitim hakk\u0131 h\u00e2l\u00e2 anayasal g\u00fcvenceye sahip de\u011fildir. T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki diller ancak 5. s\u0131n\u0131ftan itibaren se\u00e7meli ders olarak okutulabilmektedir. Bu durum, \u00e7ocuklar\u0131n e\u011fitim hayatlar\u0131n\u0131n en kritik d\u00f6neminde anadillerinden kopar\u0131lmas\u0131 anlam\u0131na gelmektedir. \u00c7ocu\u011fun y\u00fcksek yarar\u0131 ilkesiyle ba\u011fda\u015fmayan bu sistem, pedagojik e\u015fitsizlik \u00fcretmekte ve kimlik ile kamusal alan aras\u0131nda zorunlu bir mesafe yaratmaktad\u0131r.<\/p>\n<p>Se\u00e7meli ders uygulamas\u0131 ise ger\u00e7ek bir hak de\u011fil, s\u0131n\u0131rl\u0131 ve ko\u015fullu bir d\u00fczenlemedir. En az 10 \u00f6\u011frenci \u015fart\u0131, yeterli \u00f6\u011fretmen atanmamas\u0131, materyal eksikli\u011fi ve idari keyfiyet bu hakk\u0131 fiilen kullan\u0131lamaz hale getirmektedir. Ders se\u00e7im s\u00fcre\u00e7lerinde ailelerin yeterince bilgilendirilmemesi ve \u00f6\u011frencilerin farkl\u0131 derslere y\u00f6nlendirilmesi a\u00e7\u0131k bir hak ihlalidir. Ayr\u0131mc\u0131l\u0131k ve d\u0131\u015flanma korkusu, anadilinde e\u011fitim talebini bast\u0131ran bir bask\u0131 mekanizmas\u0131na d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n<p>K\u00fcrt dili ve leh\u00e7eleri s\u00f6z konusu oldu\u011funda sorun daha da yak\u0131c\u0131d\u0131r. TRT Kurd\u00ee gibi ad\u0131mlar kamuoyuna reform olarak sunulsa da anayasal g\u00fcvenceye dayanmayan, kamusal e\u015fitlik sa\u011flamayan d\u00fczenlemeler sorunun \u00f6z\u00fcn\u00fc \u00e7\u00f6zmemektedir. K\u00fcrt\u00e7e k\u00fclt\u00fcrel etkinliklerin yasaklanmas\u0131, cezaevlerinde K\u00fcrt\u00e7e yay\u0131nlara el konulmas\u0131, yer isimlerine y\u00f6nelik idari m\u00fcdahaleler ve kamusal alandaki engellemeler; dil \u00fczerindeki bask\u0131n\u0131n s\u00fcrd\u00fc\u011f\u00fcn\u00fc a\u00e7\u0131k\u00e7a g\u00f6stermektedir. Bir dili kamusal alandan silmeye \u00e7al\u0131\u015fmak, o dili konu\u015fan halk\u0131 siyasal olarak etkisizle\u015ftirme \u00e7abas\u0131d\u0131r.<\/p>\n<p>K\u00fcrt meselesinin demokratik \u00e7\u00f6z\u00fcm\u00fcnden s\u00f6z ediliyorsa, bunun en temel ad\u0131mlar\u0131ndan biri anadilinde e\u011fitim hakk\u0131n\u0131n anayasal ve yasal g\u00fcvence alt\u0131na al\u0131nmas\u0131d\u0131r. E\u015fit yurtta\u015fl\u0131k; tek dili dayatmak de\u011fil, farkl\u0131 dillerin e\u015fitli\u011fini kabul etmektir. Dilsel \u00e7o\u011fulculuk bir tehdit de\u011fil, adil ve kal\u0131c\u0131 bar\u0131\u015f\u0131n \u00f6n ko\u015fuludur.<\/p>\n<p>T\u00fcrkiye Cumhuriyeti; ba\u015fta Birle\u015fmi\u015f Milletler \u00c7ocuk Haklar\u0131 S\u00f6zle\u015fmesi olmak \u00fczere taraf oldu\u011fu uluslararas\u0131 s\u00f6zle\u015fmelerde dil ve k\u00fclt\u00fcr haklar\u0131na koydu\u011fu \u00e7ekinceleri kald\u0131rmal\u0131; e\u011fitim alan\u0131nda ayr\u0131mc\u0131l\u0131\u011f\u0131 ortadan kald\u0131racak somut ve ba\u011flay\u0131c\u0131 d\u00fczenlemeleri hayata ge\u00e7irmelidir. Anadilde e\u011fitim hakk\u0131 pazarl\u0131k konusu yap\u0131lamaz, g\u00fcvenlik\u00e7i politikalar\u0131n g\u00f6lgesinde ertelenemez.<\/p>\n<p>Urfa Emek ve Demokrasi Platformu olarak a\u00e7\u0131k\u00e7a ifade ediyoruz:<\/p>\n<p>Anadilinde e\u011fitim hakk\u0131 derhal ve ko\u015fulsuz bi\u00e7imde anayasal g\u00fcvence alt\u0131na al\u0131nmal\u0131d\u0131r.<br \/> Kamusal alanda \u00e7ok dillilik tan\u0131nmal\u0131, k\u00fclt\u00fcrel yasaklara son verilmelidir.<br \/> Dil \u00fczerindeki idari ve fiili engellemeler kald\u0131r\u0131lmal\u0131; e\u015fit yurtta\u015fl\u0131k ilkesi somut d\u00fczenlemelerle hayata ge\u00e7irilmelidir.<\/p>\n<p>Dil bir l\u00fctuf de\u011fil, hakt\u0131r. Haklar\u0131n tan\u0131nmad\u0131\u011f\u0131 yerde bar\u0131\u015ftan s\u00f6z edilemez.
