Yani Aile Hekimine gitmeyen hastan\u0131n cezas\u0131n\u0131 ASM \u00e7al\u0131\u015fanlar\u0131na kestiler. Tepkiler \u00fczerine 10 Temmuz 2025 tarihli Resmi Gazete\u2019de yay\u0131nlanan Aile Hekimli\u011fi S\u00f6zle\u015fme ve \u00d6deme Y\u00f6netmeli\u011finde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik ile 6 ayl\u0131k s\u00fcre 12 aya \u00e7\u0131kar\u0131ld\u0131. Yap\u0131lan kesintiler de \u00e7al\u0131\u015fanlara iade edildi. Ancak Aile Hekimli\u011fi S\u00f6zle\u015fme ve \u00d6deme Y\u00f6netmeli\u011finde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik ile sorununun tam olarak \u00e7\u00f6z\u00fclmedi\u011fini biliyoruz. Gelmeyen hastalar\u0131n 6 ayl\u0131k s\u00fcresinin 12 aya \u00e7\u0131kar\u0131lmas\u0131yla ASM \u00e7al\u0131\u015fanlar\u0131n\u0131n ma\u011fduriyetinin ileriye d\u00f6n\u00fck ertelendi\u011fini g\u00f6rd\u00fck. Saha \u00e7al\u0131\u015fmalar\u0131ndan edindi\u011fimiz bilgilere g\u00f6re son 1 y\u0131l Aile Sa\u011fl\u0131\u011f\u0131 Merkezine ba\u015fvurmayan ister yurt i\u00e7inde ister yurt d\u0131\u015f\u0131nda olsun n\u00fcfus gruplar\u0131 arand\u0131\u011f\u0131nda hasta veya yak\u0131n\u0131 taraf\u0131ndan ters, k\u0131r\u0131c\u0131 ve incitici tepkilerle kar\u015f\u0131la\u015ft\u0131klar\u0131 ifade ediliyor. Aile Sa\u011fl\u0131\u011f\u0131 Merkezine son 1 y\u0131l i\u00e7erisinde hi\u00e7 gelmeyen veya gelemeyece\u011fi konumda olup da kay\u0131t almayan hastalar nedeniyle \u00e7al\u0131\u015fanlardan kesinti yap\u0131lmamas\u0131 gerekir. Bu konuda \u00e7al\u0131\u015fanlar\u0131n ma\u011fdur edilmemesi ve motivasyonlar\u0131n\u0131n d\u00fc\u015fmemesi a\u00e7\u0131s\u0131ndan, Aile Sa\u011fl\u0131\u011f\u0131 Merkezine ba\u015fvurmayan n\u00fcfus gruplar\u0131yla ilgili kesintiler kald\u0131r\u0131lmal\u0131d\u0131r.\u00a0<br \/> <strong>ASM\u2019lere atamalar kura sistemi ile olmal\u0131d\u0131r.<\/strong><br \/> Di\u011fer yandan ASM\u2019lere personel atamalar\u0131nda; kura ile atanan doktorlar gibi ebe, hem\u015fire ve di\u011fer personel atamalar\u0131 da kura ile yap\u0131lmal\u0131d\u0131r. Sa\u011fl\u0131k \u00e7al\u0131\u015fan\u0131n\u0131n \u00f6zl\u00fck ve mali haklar\u0131n\u0131n korunmas\u0131 a\u00e7\u0131s\u0131ndan ebe, hem\u015fire ve di\u011fer personel atamalar\u0131n\u0131n kura ile yap\u0131lmas\u0131 keyfiyeti ortadan kald\u0131racakt\u0131r.\u00a0<br \/> <strong>Y\u0131ll\u0131k izin kullan\u0131m\u0131nda ya\u015fanan sorunlar \u00e7\u00f6z\u00fclmelidir.<\/strong><br \/> 657 say\u0131l\u0131 Devlet Memurlar\u0131 Kanunu ile Anayasa ve T\u00fcrkiye\u2019nin taraf oldu\u011fu uluslararas\u0131 s\u00f6zle\u015fmelere g\u00f6re yasal temel haklardan say\u0131lan y\u0131ll\u0131k izin (dinlenme hakk\u0131) hakk\u0131n\u0131n kullan\u0131m\u0131nda ASM\u2019lerde uygulanan vekaletle izin y\u00f6ntemi yasal olmay\u0131p \u00e7al\u0131\u015fanlar\u0131n dinlenme hakk\u0131n\u0131n gasp\u0131 anlam\u0131na gelmektedir. Ayn\u0131 zamanda \u00e7al\u0131\u015fanlar\u0131n \u00fczerine daha fazla i\u015f y\u00fck\u00fc binmekte, yo\u011fun ve yorucu mesai nedeniyle daha fazla y\u0131pranmakta, ruhi ve bedeni sa\u011fl\u0131klar\u0131 tehlikeye d\u00fc\u015fmektedir.\u00a0<br \/> <strong>Performans cezas\u0131 motivasyonu d\u00fc\u015f\u00fcr\u00fcyor!<\/strong><br \/> ASM\u2019lerde \u00e7al\u0131\u015fanlar\u0131n hasta ihmalkarl\u0131\u011f\u0131 nedeniyle ya\u015fad\u0131\u011f\u0131 di\u011fer bir sorunda performans cezas\u0131na \u00e7arpt\u0131r\u0131lmas\u0131d\u0131r! Gebelik bildirimini yapmayan veya bebek-\u00e7ocuk a\u015f\u0131-izlemlerine gelmeyen hastalar nedeniyle \u00e7al\u0131\u015fanlara performans cezas\u0131 uygulan\u0131yor, bu da maa\u015f\u0131ndan kesintiye neden oluyor.\u00a0<br \/> Malzemeler eksik al\u0131n\u0131yor.\u00a0<br \/> ASM\u2019lerde giderleri k\u0131sma d\u00fc\u015f\u00fcncesi var. Bu nedenle ihtiya\u00e7 duyulan malzemeler ya al\u0131nm\u0131yor ya da eksik al\u0131yor. K\u0131\u015f mevsimi nedeniyle \u015fu an en b\u00fcy\u00fck gereksinim \u0131s\u0131nmad\u0131r. Ancak giderlerin asgari seviyede tutulmas\u0131 amac\u0131yla \u0131s\u0131nma, malzeme, temizlik gibi hem sa\u011fl\u0131k hizmetine y\u00f6nelik malzemeler hem de hijyeni sa\u011flamak i\u00e7in gerekli malzemeler al\u0131nm\u0131yor veya k\u0131s\u0131tl\u0131 al\u0131n\u0131yor. ASM\u2019lerin \u0130\u015fletme mant\u0131\u011f\u0131yla i\u015fletilmesi sadece \u00e7al\u0131\u015fanlar\u0131 de\u011fil, ayn\u0131 zamanda hizmeti alanlar\u0131 da ma\u011fdur etmektedir.\u00a0<br \/> <strong>D\u0131\u015far\u0131dan al\u0131nan personel sorunu\u2026<\/strong><br \/> Aile Hekiminin d\u0131\u015far\u0131dan ald\u0131\u011f\u0131 sa\u011fl\u0131k personelinin g\u00f6rev, yetki ve sorumluluklar\u0131n\u0131n tam olarak belli olmamas\u0131 nedeniyle g\u00f6revle ilgili s\u0131k\u0131nt\u0131lar ya\u015fanmaktad\u0131r. D\u0131\u015far\u0131dan al\u0131nan sa\u011fl\u0131k personelinin g\u00f6rev, yetki ve sorumluluk s\u0131n\u0131rlar\u0131 resmi olarak belirlenmedi\u011fi i\u00e7in banko personeli gibi \u00e7al\u0131\u015ft\u0131r\u0131l\u0131yor; kan alma, enjeksiyon, pansuman gibi yapmas\u0131 gereken i\u015fler ise atanm\u0131\u015f ebe, hem\u015fire gibi personelin \u00fczerine kalarak i\u015f y\u00fck\u00fcn\u00fc art\u0131r\u0131yor. \u0130\u015f y\u00fck\u00fc zaten fazla olan ve yo\u011fun emekle \u00e7al\u0131\u015fan ebe ve hem\u015fire gibi sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131n\u0131n \u00fczerine ekstra i\u015f y\u00fck\u00fc eklenmesini do\u011fru bulmuyoruz. Bu, \u00e7al\u0131\u015fanlar\u0131n moral ve motivasyonunu d\u00fc\u015f\u00fcrmektedir. Aile Hekimli\u011fi S\u00f6zle\u015fme ve \u00d6deme Y\u00f6netmeli\u011fi ba\u015fta olmak \u00fczere ASM \u00e7al\u0131\u015fanlar\u0131n\u0131 memnun edecek bir d\u00fczenleme hayata ge\u00e7irilmelidir.
